推进开放大学评价研究是优化我国开放大学整体性塑造、有效支撑学习型社会建设的需要。开放大学的办学特色要求其评价要创新模式和方法，秉持推动建设中国特色的开放大学、支撑服务国家和城市战略、构建“开放、灵活、包容、高质量”的开放教育办学体系的价值导向。鉴于各地开放大学的体系架构和功能有所差异，本文立足上海开放大学的建设实践，以平台型大学的功能形态为切入点，探讨开放大学的评价对象和内涵，初步形成以五大平台为基本框架的评价维度和观测指标，以期为构建开放大学评价体系提供参考，为中国特色开放大学的发展提供启示。

| 英文摘要 |
Promoting the evaluation research of open universities is a need to optimize the overall shaping well-being and the development of open universities and to effectively support the construction of a learning society in China. The characteristics of open universities require that its evaluation of open universities should be innovative in both its mode and method, and should uphold the value orientation of promoting the construction of open universities with Chinese characteristics, which supporting the service of national and urban strategies, and constructing construct an open education system that is "open, flexible, inclusive, and with high quality". In view of the differences in the system structure and functions of open universities around the world, this paper, based on the construction practice of Shanghai Open University, takes the functional form of platform-type university as the entry point, discusses the evaluation object and connotation of open universities. It also discusses and preliminarily forms the evaluation dimensions and observational indexes based on the five platforms to, with a view to providing references to further construction of the evaluation system of open universities, and providing insights for the development of open universities with Chinese characteristics. The ultimate purpose is to provide reference for the further construction of the evaluation system of for open universities and to share inspiration for the development of open universities with Chinese characteristics.
