在席卷全球的世界一流大学建设热潮中，巴西立足国际视野和国情特点，通过推进高等教育国际化、完善质量保障体系、提升大学研究能力、繁荣本土学术研究、维护促进教育公平等五大战略，试图在不进行重点建设的前提下，沿着世界一流大学的特征维度提升高等教育的整体水平和内在品质，培育高水平的大学体系，形成了别具一格的发展道路。将制定高等教育政策的支点建立在优先应对国内各种需求和矛盾的基础上，把服务国家及民众置于追求国际认可之上，是巴西高等教育发展战略的显著特色。

| 英文摘要 |
In the upsurge of world-class university construction sweeping the world, Brazil has taken steps to promote the internationalization of higher education, consummate the quality assurance system, elevate the ability of university research and innovation, prosper local academic research, advance education equity, so as to improve the overall level and intrinsic quality of higher education and foster a high-level university system. Implementation of the above practices was based on the international vision and the reality of the national conditions, and in consistence with the characteristic dimensions of world-class universities, under the premise of no other priority construction. The salient features of Brazil's higher education development strategy are that the fulcrum of higher education policy making is based on responding to domestic needs and contradictions, and placing services to meet the needs of the country and the public on top of the pursuit of international recognition.
