中文摘要 “减轻校外培训负担”是“双减”新政的重中之重。为了解其实施成效,华东师范大学基教所五育融合研究中心向全国29个省级行政区152个地级市的中小学生、教师和家长发放并回收有效问卷23567份,深度访谈10所校外培训机构相关负责人。调研结果显示:九个月来校外培训治理已显现初步成效:校外培训机构行为进一步规范、学校课后服务水平整体提升、家庭校外教育支出锐减,家长教育焦虑情绪得到部分缓解。同时存在学科类校外培训机构转型困难、校内课后服务水平需进一步提升、教师负担明显加重、艺体类教育培训新“内卷”、政策配套改革不够及优质教育均衡仍需全面推进等难题。当下亟需系统设计“双侧”多主体协同复合治理机制,牢固树立五育融合、全面发展的育人理念,同时加强校外培训的产权治理,明晰不同减负利益相关者如各级政府、培训机构、学校、教师及学生和家长相互之间的教育权责关系,给学校放权,给教师激励,给学生赋能,共同营造各司其责,各尽其力,各安其心的教育治理生态。
英文摘要 “Reducing the burden of out-of-school training” is one of the top priorities of the new “double reduction” policy. In order to understand the effectiveness of the implementation over the past six months, the Five Education Integration Research Centre of East China Normal University distributed 23,567 valid questionnaires to primary and secondary school students, teachers and parents in 152 prefectures in 29 provincial-level administrative regions across China, and conducted in-depth interviews with people in charge of 10 out-of-school training institutions. The results of the research show that the initial results of the treatment of out-of-school training have been achieved over the past six months: the behaviour of out-of-school training institutions has been further regulated, the overall level of after-school services in schools has been improved, family spending on out-of-school education has been sharply reduced, and parents’ education anxiety has been partially alleviated. At the same time, there are difficulties in transforming subjectbased out-of-school training institutions, the level of after-school services in schools needs to be further improved, the burden on teachers has increased significantly, the new “internal volume” of arts and sports education and training, insufficient policy support reforms and the need to promote quality education in a balanced manner. There is an urgent need to systematically design a “two-sided” multi-body collaborative and complex governance mechanism, firmly establish the concept of education for the integration of all five types of education and comprehensive development, and at the same time strengthen the governance of property rights of out-of-school training, clarify the educational power and responsibility relationships between different stakeholders in reducing the burden, such as governments at all levels, training institutions, schools, teachers, students and parents, and give schools This will enable schools to delegate authority, teachers to be motivated, and students to be empowered, creating an educational governance ecosystem in which each has its own responsibilities, each does its own work, and each has its own peace of mind.
