全球化进程及国际变局带来的挑战，使得当前我国的国际化人才培养面临着四大矛盾，传统的跨境流动模式已经难以独自承担满足国际化人才需求和保障民族利益的使命，亟须通过“在地国际化”补偿其受益面小、对外依存度高、意识形态风险大、后疫情时代不确定性强等方面的弊端。但当前我国实施“在地国际化”所需的前提条件尚面临一定挑战，主要表现在：理念普及面临价值导向的制约；实践探索缺乏平台和制度支撑；跨文化能力培养尚面临异质文化资源获取的障碍。推进“在地国际化”过程中，我国应当以政策和评估指标引导战略转型，把国际资源导向国际化人才培养本位；搭建宣传与交流平台，推出中国特色的实践指南和范例汇编；创新跨文化能力培养路径，鼓励跨越国界的“虚拟流动”。

| 英文摘要 |
The challenges brought about by the process of globalization and international changes have made China's current international talent development face four major contradictions. The traditional cross-border flow model has been unable to undertake the mission of meeting the needs of international talents and national interests alone. There is an urgent need of "internationalization at home" to compensate for its shortcomings in terms of small benefits coverage, high external dependence, high ideological risks, and strong uncertainty in the post-epidemic era. However, the prerequisites for the implementation of "internationalization at home" in China are still facing certain challenges，including the popularization of ideas facing the constraints of value orientation, the lack of platform and institutional support for practical exploration, and the obstacles to the acquisition of heterogeneous cultural resources in the cultivation of cross-cultural capabilities. In the process of promoting "internationalization at home", we should first guide strategic transformation with policies and evaluation indicators, and direct international resources to the international talent development; second, build a publicity and communication platform, and launch a compilation of practice guides and examples with Chinese characteristics; third, innovate the cross-cultural capability development path and encourage "virtual mobility" across national borders.
