中文摘要 通过建设大学海外分校加强高等教育的双向流动与多维开放,增强我国与对象国家和区域的高等教育交流与合作,是扩大和深化高等教育对外开放的一项核心策略。本研究以莫纳什大学马来西亚分校为例探讨大学跨境办学的成功经验。结果表明,海外分校跨境办学需要不断平衡全球化与本土化间的张力。海外分校在管理上同时采用两个国家的管理制度但以澳大利亚的模式为主;在规范上受到专业认证与政府评价的约束,进而也为本土化发展提供了切入点;在文化-认知上具有准确的国际化定位,通过改革人才培养、科学研究和社会服务等活动不断增强本土化发展水平。我国高校的实体境外办学整体处在起步阶段,在人员流动、资金资产出境等方面的政策尚未完善。世界一流大学海外分校在全球同构和本土融入过程中的发展经验为我国高校的境外办学提供了启示。
英文摘要 Strengthening the two-way communication and multi-dimensional opening-up of higher education through the construction of international campuses of universities, and enhancing the exchange and cooperation of higher education institutes between China and target countries and regions are core strategies to expand and deepen the opening-up of China’s higher education. This study conducted a case study on Australia’s Monash University Malaysia and explored its successful experience in running the oversea campus. The results show that the international campus needs to constantly balance the tension between globalization and localization. The management of the international campus adopts the management systems of two countries at the same time but mainly relies on the Australian model. It is regulated by professional certification and government evaluation, which in turn provides an entry point for localization development. The campus in Malaysia has an accurate international orientation in terms of culture and cognition, and continuously enhances the level of localized development through activities such as reforming personnel training, scientific research, and social services. The physical overseas education of Chinese colleges and universities is still in its infancy as a whole, and the policies on the flow of personnel and the exit of capital and assets have not yet been perfected. The development experience of world-class universities' overseas campuses in the process of global assimilation and local integration inspires the international education of Chinese universities.
