The State Council and the Ministry of Education have issued several documents to emphasize holistic design and advancement of moral education in primary schools, secondary schools and colleges. In 2019, the General Office of the State Council issued ‘Some Opinions on Deepening the Reform and Innovation of Ideological and Political Theory Courses in Schools in the New Era’, further emphasizing that ideological and political education in curriculum in colleges, along with moral education in subject teaching in primary and secondary schools, should be pushed forward as a whole. However, problems still exist in the practice of integrated construction, e. g., inconsistent concept, imperfect mechanism of sustained advancement and unremarkable effect. Based on work and research experience, the authors suggest integrated construction of ideological and political education in curriculum in primary schools, secondary schools and colleges should avoid homogenization, superficial scale effect, lack of cohesion in academic community, unidirectional flow of knowledge, etc. To deepen integrated construction, colleges and schools should focus on standard system, teachers, teaching, interaction among disciplines, integration in and outside class, resources, teaching and research, evaluation of reform, etc.
