In the era of big data, public data opening in the field of education has gradually become an important part of government data resource sharing project. Firstly, we discusses the problem of public data opening in the field of education, such as lacking of top-level design, and incomplete policies and laws and regulations, lacking of unified data standards, and scientific classification system, low quality of open data, low using value, weak opening data platform, the difficulty of data coordination, and lacking of data security, lacking of long-term mechanism and so on. Secondly, from the macro, meso and micro perspectives, we propose there are national security risks, social differentiation risks, economic investment risks, department administrative risks and personal privacy risks in the opening of education government data. From the perspective of data management and control, there are data management risks, data storage risks, data sharing risks and data publishing risks. Thirdly, we build a risk prevention and control system for opening of educational government data. That is one prevention and control approach (integrated platform, unified planning), four prevention and control technologies (technology enabling, standard specification), two prevention and control fields (clear responsibility, boundary prevention and control), four prevention and control contents (hierarchical classification, regulatory prevention and control). Finally, we put forward the strategic plan from the aspects of core layer (system planning), technology layer (standardizing standards), application layer (service-oriented) and basic layer (system guarantee).
