教育对外开放是中国改革开放事业的重要组成部分，也是教育现代化的基本要求。促进教育对外开放必须以服务党和国家对外开放工作大局为宗旨，统筹国内国际两个大局、发展安全两件大事，不断丰富其发展内涵。面向教育现代化2035年，我国将通过打造教育交流合作新局面，提升中外合作办学质量，优化出国留学服务，打造国际留学中心，开发国际一流教育资源，完善中外人文交流全球布局，促进孔子学院和孔子课堂特色发展，稳妥推进境外办学和积极参与全球教育治理等政策措施进一步开创教育对外开放新格局，全面提高我国的教育开放水平和国际影响力。

| 英文摘要 |
Opening-up of Education is an important part of Reform and Opening up in China and the basic requirement of educational modernization. To promote the opening-up of education, we must serve the overall situation of the CPC and the national opening-up work, coordinate the two overall situation—domestic and international, and the two major events—development and security. Facing the education modernization in 2035, an important approach to strengthen china’s education and improve its opening-up level as well as international influences is recommended from the following nine aspects: to create a new situation of educational exchanges and cooperation, to optimize the quality of Sino-foreign cooperation in running schools, to improve the service of studying abroad, to build an International Center for studying in China, to develop world-class educational resources, to improve the global layout of Sino-foreign cultural exchanges, to promote the development of the characteristics of Confucius Institutes and Confucius classrooms, to properly promote overseas education and to actively participate in global educational governance.
