中文摘要 近年來,隨著各國證據本位決策需求的普及,運用大數據或巨量資料分析來支持或修正政府政策,已成為各國政府積極投入之基礎工程。就台灣觀之,目前各部會資料庫種類雖多,卻因存在許多待改進之處,以致無法符應大數據分析需求。爰此,本研究旨在探討如何於保護個人資料的前提下,進行跨部會教育相關資料的串聯,期藉此落實證據本位教育政策。為達研究目的,本研究首先透過國內、外的文獻資料之整理分析,說明大數據分析之發展趨勢及其在高等教育領域之應用情形;其次,以美國、英國和澳洲等主要國家的相關經驗為例,做為我國未來推展政府資料跨域整合與應用之參考,並經與政府部門相關人員確認國內資料庫運作現況;最後,綜合前述國內、外文獻分析所得,提出「台灣高等教育資料跨域整合與應用之初步架構」,供主管機關參考。
英文摘要 In recent years, following the increasing needs of data-based policy making, using big data analysis to support or modify the policies has become infrastructure devoting by governments all over the world. There are many kinds of database in Taiwan, however there exist some problems on attaining the needs of big data analysis. As the result, the research purpose aims on integrating cross sectors data under the protection of personal information, and carrying on the evidence based education policy. To fulfill the research purpose, the literature from the domestic sectors and abroad are analyzed to describe the big data analysis trends and its application on the higher education fields. Furthermore, the cases in the U.S., U.K, and Australia are used as examples to the taken as reference for the cross-broader data integration for the government in Taiwan. Thirdly, the other sectors’ institutions are used to clarify the recent situation of the cross-broader data use in Taiwan’s government. The result is used as the fundamental of sequential primarily framework building. Finally, the result of literature and interview are combined to construct the primarily framework for the cross-broader data integrations and application in higher education and provide for the authorities.
