中文摘要 為培養中小學學生國際素養及全球視野,教育部自2011年起陸續推動「學校本位國際教育計畫」,並以學校國際化、課程發展與國際交流三軌,鼓勵學校申請補助推動計畫。其中,學校國際化於2022年正式啟動,其政策推動的關鍵為訂定適切的學校國際化指標指引,以引導並鼓勵各校依其個別條件逐步改造學校國際化環境。本文聚焦學校國際化指標指引的內涵與發展歷程,包含兩次指標試辦之發現與指標之調整,希望幫助國內不同區域與教育層級之學校對學校國際化指標之內容與意涵有更進一步理解,以利未來依循指標,逐步提升其國際教育環境,完成國際教育普及化的目標。
英文摘要 In order to develop intercultural competencies and global vision and understanding among primary and secondary school students, the Ministry of Education (MOE) in Taiwan announced and started the promotion of the School-based International Education Project (SIEP) in 2011. According to the “White Paper 2.0 on International Education for Primary and Secondary Schools”, schools can apply for funding supports from MOE for school internationalization, curriculum development, and international exchange. Among these, the SIEP-SI (School-based International Education Project – School Internationalization) officially launches in 2022. A central component of the SIEP-SI is the establishment of appropriate guidelines to orient school internationalization efforts related to improvements of internationalization in education. This article presents the content and process of developing school internationalization indicators and reveals the results of two pilot tests to assess the implementation and effectiveness of the indicators to further refine the indicators. This article also presents detailed definitions and meanings of the school internationalization indicators, intending to orient primary and secondary schools to gradually establish international environments at schools, and to achieve the goal of internationalization in education at primary and secondary schools throughout Taiwan.
