中文摘要 近年来,OECD国家托育服务发展战略逐渐深化。在战略规划方面,准确审视自身内部环境,发挥经费充足、福利优厚、课程规范的优势,着重弥补管理部门职责不明、处境不利儿童比重大、从业人员匮乏的短板;把握外部环境的变化,通过颁布法律法规、利用社会资源、建立督导评估体系为托育服务业创设机会,应对全球保教一体化趋势与家庭需求差异大的挑战。经过阶段性战略调整后,OECD国家形成了清晰的婴幼儿托育服务发展路径。明确职责,保证婴幼儿托育服务可持续发展;优化环境,完善托育服务课程标准和评价机制;汇聚合力,提供多元化婴幼儿托育服务模式;实时监测,加强婴幼儿托育服务品质保障是OECD国家的实践经验。
英文摘要 In recent years, OECD countries witness the deepening of their development strategies for supporting education service. In terms of strategic planning, they accurately examine their internal environment, give full play to the advantages of sufficient funds, favorable welfare and standardized curriculum. The strategies include focusing on making up for the shortcomings of unclear responsibilities of the management department, large proportion of disadvantaged children, and lack of employees; grasping the changes in the external environment, and create opportunities for the education service industry by promulgating laws and regulations, using social resources, and establishing a supervision and evaluation system; coping with the challenges of the trend of the integration of the global protection and education, and the great differences in family needs. After the periodic strategic adjustment, the development path is formed. The practical experience of OECD countries involves defining responsibilities, ensuring the sustainable development of infant care services, optimizing the environment, improving the curriculum standards and evaluation mechanism of infant care services, pooling efforts to provide diversified modes of infant care services, and providing monitoring to strengthen the quality assurance of infant care services.
