PISA2000测试结果在全球产生了重要影响。在“PISA震惊”后，德国开始实施一系列教育改革，包括建立全国教育标准和评估机制、改革中等学校结构和学制、新建扩建全日制学校、强化幼小衔接、加强对移民背景学生的教育。从德国教育改革中可以看出，0ECD以PISA为工具推行其自由经济教育理念的逻辑，即0ECD通过PISA产生的“休克效应”制造出教育改革的契机，进而提供其预设的改革理念和措施，从而对主权国家乃至全球教育治理产生影响。

| 英文摘要 |
The first test results of PISA2000 had an important impact worldwide. After the PISA Shock, Germany began a series of educational reforms, including the establishment of national education standards and assessment mechanisms, the reform of secondary school structure and school system, the expansion of all-day schools, the strengthening of connections between kindergartens and primary schools and the education of students with immigrant background. The logic can be seen that how OECD uses PISA as a tool to promote its free economic education concept, that is, the OECD creates an opportunity for educational reform through the shock effect generated by PISA, and then provides its pre-established reform ideas and measures to have an impacton sovereign countries and even the world education governance.
