英文摘要 The first test results of PISA2000 had an important impact worldwide. After the PISA Shock, Germany began a series of educational reforms, including the establishment of national education standards and assessment mechanisms, the reform of secondary school structure and school system, the expansion of all-day schools, the strengthening of connections between kindergartens and primary schools and the education of students with immigrant background. The logic can be seen that how OECD uses PISA as a tool to promote its free economic education concept, that is, the OECD creates an opportunity for educational reform through the shock effect generated by PISA, and then provides its pre-established reform ideas and measures to have an impacton sovereign countries and even the world education governance.
