中文摘要 新冠疫情在全球快速蔓延,各国纷纷制定并出台相关教育政策以阻断校园疫情传播,保护师生安全健康,保证国家教育体系与社会发展稳定。疫情期间各国教育政策内容表现出了凸显政府教育治理主体责任,为教育政策有力实施提供全面人财物保障,以及重大疫情危机下仍坚守促进教育公平等特点。疫情危机下各国教育发展及其政策回应也引发了对教育治理体系、远程教育能力以及教师专业发展等问题的思考。
英文摘要 In recent months, COVID-19 pandemic has spread rapidly in the world. Many countries have formulated and introduced many education policies to prevent the spread of the pandemic, protect the safety and health of students and teachers, and ensure the stability of national education system and social development. Based on the analysis of the education policies formulated and implemented in many countries in the world during the pandemic period, it is found that the process of international education policy under the pandemic crisis is characterized by globalization and community oriented. There are three common features in the contents of education policies in many countries: firstly, highlighting the responsibility of the government’s educational governance; secondly, providing comprehensive human resource, financial and material security for the effective implementation of education policies; thirdly, adhering to the promotion of education equity even in the pandemic crisis. In addition, the development of education and its policy response to the crisis also lead to the reflection on the following issues: the education governance system needs to be improved; the distance education ability needs to be promoted; and the professional development of teacher needs to be redefined.
