篇名 誰怕評鑑?我國學校評鑑問題剖析

中文摘要 學校評鑑是機構評鑑,透過系統性的資料蒐集與價值判斷,做為學校辦學品質保證與改進的依據。但近年國內卻興起反評鑑浪潮,許多縣市紛紛停辦學校評鑑,相較國外則重視教育績效責任,透過學校評鑑確保辦學品質,反差頗大。本文選取四個個案縣市進行訪談,以了解國內對評鑑反感的成因。結果發現學校評鑑定位不清、評鑑結果應用性差、校長與教師對學校評鑑持防衛心態、評鑑指標適用性不佳、學校處於弱勢無法符應評鑑理想、評鑑結果無法挑戰社會認知、評鑑過程產生目標偏移問題,都是受訪者無法接納學校評鑑的主因。本文提出具體建議,據以改進我國學校評鑑作法。
英文摘要 School evaluation is considered as an institutional evaluation that is done via systematic data collection and value judgment to serve as the base for school quality assurance and improvement. However, school evaluation faced huge challenges in recent years. Many cities decided to cancel school evaluation, which was quite ironic compared to international trend in emphasizing educational accountability through school evaluation. This research selected four cities in Taiwan to investigate the reasons for the resistance to school evaluation. It was found that school evaluation has unclear purposes, poor utilization, and inappropriate indicators. Principals and teachers do not trust school evaluation. Schools felt a lot of pressure because they could not meet the expectation of school evaluation. School evaluation was conducted inappropriately and it seldom challenged social cognition. Finally, the problems of goal displacement were observed during the evaluation process. Suggestions are provided for improving school evaluation.
