中文摘要 本文以學習型政府的變革與發展策略為題,旨在解析學習型政府的概念內涵;探究學習型政府的發展背景與影響勢力;剖析學習型政府的深層變革;提出學習型政府的具體發展策略。為達成上述各項論述目的,本文透過文獻分析與理論詮釋,進而獲致以下重要結論:首先,在學習型政府中,整體組織成員可透過正規學習、非正規學習及非正式學習等各種學習型態,持續增進知識、技能與態度,進而促進自我實現與組織發展,這種雙途價值的創生,係為學習型政府的實質理念。其次,學習型政府係屬於學習型組織的下位概念,是為能夠持續學習與創新改變的政府組織。在學習型政府中,學習係與工作緊密結合,政府組織中的成員乃是終身學習者。再者,任何一種理念的興起與發展,均與當時的時代背景及社會發展趨勢息息相關。學習型政府理念與實務的發展,主要係受到學習型組織、終身學習、人力資源發展、知識社會,以及全球化等五大勢力之影響。第四,學習型政府是一種組織學習的實體,涉及到組織變革,而且是一種深層變革。這種變革是兩種變化的結合,一種是人的價值、渴望和行為等內在因素;另一種則是過程、策略、作法與制度等外在因素。最後,學習型政府的塑造與發展,需要有新的學習型態、新的學習文化,以及創新的方法,並且結合深層變革、終身學習、成人學習與知識管理的觀點,方能形成具體有效的發展策略。
英文摘要 This paper presents and discusses the contribution of “change and development strategies of the learning government”. The main objectives of this research are to explore the concepts of the learning government, further to analyze the development background of the learning government, then to discuss the organizational change of the learning government, and finally to address the development strategies for the learning government. In order to accomplish the objectives, this research uses methodology of literature review and documents analysis. The outcomes of this research are as following. Firstly, in a learning government, everyone goes through formal learning, nonformal learning and informal learning to improve knowledge, skill and attitude, and further to promote self-realization and organization development. All those above are the essential ideas of a learning government. Secondly, the learning government is related to the learning organization. A learning government is a government organization of continuous learning and innovative change, in which individuals, teams and the whole organization continuous learning by effective strategies and methods, further inspire individual and organizational development capability, improve the effectiveness of government organization, and then achieve the goals of creative change, innovation and growth. Thirdly, the generated background of the learning government includes the concept of a learning organization, the coming of the lifelong learning age, the need of human resource development, the challenges of the knowledge society, and the trend of globalization. It is deeply influenced by those five forces. Fourthly, the development of a learning government involves the process of organization change. It should be also a process of profound change, which includes two elements, one is the change of value, vision and behavior of every member in the organization, and the other one is the change of organizational procedures, strategies and systems. Finally, the development of a learning government needs new learning types, new learning cultures, innovative methods and the combination of viewpoints and practices of lifelong learning, adults learning and knowledge management.
