It is believed that higher education shows a tendency toward popularization. The thesis theoretically explains the popularization of higher education, analyzes the structural contradictions in the transformation of the elite education into the popularizing education. And the thesis puts forwards that the popularization of higher education is realized by means of the multiplicity of supporting system, different levels and various forms of management model.
