中文摘要 本文旨在建立地方層級領導教師專業發展評鑑的監視系統(monitoring system),並加以驗證、分析和評估教育處的領導機制,以瞭解地方層級教師專業發展評鑑政策執行之成效。透過調查問卷蒐集本研究之資料,調查個案縣市試辦及非試辦教師專業發展評鑑試辦計畫學校校長、主任和教師之看法,並以SPSS 10.5版套裝軟體及Amos結構方程模式軟體加以分析。研究結果顯示,教育處領導教師專業發展評鑑監視系統獲得驗證,可由設定方向、人員發展、重建組織和方案管理等面向進行評估。透過監視系統評估教育處領導學校落實教師專業發展情形顯示中等程度之表現,試辦及非試辦學校對於教育處在方案管理領導的知覺具有顯著差異。最後,依研究結果提出建議,供地方教育行政機關進行教師專業發展評鑑後設評估之參考。
英文摘要 This study intends to establish the monitoring system of the county educational sector leading on teacher’s professional development evaluation, to analyze the leadership of county-level educational sector, and to understand the effect on the local-level teacher’s professional development evaluation policy implement. With survey questionnaire for collecting the opinions of school principals, directors and teachers of the involved and un-involved schools, this study analyzes their responses. Raw data are analyzed by SPSS and AMOS. The results of this research show that the monitoring system led by the county educational sector on teacher’s professional development evaluation is verified as consisting of directions setting, personnel development, organization redesigning, and operations management. Through the evaluation of monitoring system, it shows that the leadership of the county educational sector is rated as a mid-level. There is a significant difference on the awareness of operations management between the involved and un-involved schools. Finally, according to the research findings, this paper provides several suggestions for local educational administrative units to conduct the meta-evaluation of the teacher’s professional development evaluation.
