Rapid expansion of tertiary─level enrolments will continue for the foreseeable future in developing countries and will change the institutional profile of higher education as public─sector institutions and a rapidly increasing number of private, for─profit institutions make much greater use of technology─mediated learning. Will the increase in distance learning actually make learning more open？How to open universities ensure that greater use of eLearning does not create barriers to participation？Will the movement towards Open Educational Resources increase the availability of learning materials ofhid1 quality and low cost？How should institutions organize themselves for this new world？
