随着教学模式改革的不断深入开展和教学管理模式的进一步深化，上海电大教学教务管理信息化建设中存在的不足日益显现。本文深刻剖析了当前上海电大教学教务管理信息化建设中管理者与使用者、总校与分校、单个需求与整体需求之间的三个矛盾，进而从信息化建设理念和整体设计思路方面分析了矛盾的症结，最后就完善上海电大教学教务管理信息化建设提出了若干思考。

| 英文摘要 |
Shanghai TV University has made great progress in basic network construction and informatization of instruction and educational administration. However, with the deeper of reform in teaching model and further exploration in the model of educational administration, with the need of development of the university and establishment of lifelong learning system of Shanghai, with the expansion of education as well as diversification of educational form, the weakness of informatization in instruction and educational administration of STVU is increasingly obvious. This paper probes into the contradiction between administrators and users, headquarters and branch schools, need of individual and as a whole in terms of informatization construction in instruction and educational administration of STVU. Then the causes of those contradictions are analyzed from the perspective of informatizaion construction concept and the whole design thinking. In the end the author puts forward some tentative plans for improvement.
