| 英文摘要 |
This article examines the changes in concepts and policies concerning school choice in basic education in China over the past ten years. This policy analysis is analyzed in relation to the conflict between insufficient public educational funding and policies against overcharge and wrongly charge of tuitions by primary and secondary schools. The article concludes with a new framework of analysis and its implications for improve school choice policies.
