This paper analyzes the cooperation among industry universities and research institutes in China. According to the successful experience in the developed countries, the paper illustrates the three—in—one functional mechanism about “academic circles （university and scientific research institution）— industrial circles—government” and further predicts the direction of action optimization and strategy for the cooperation among China’s universities, scientific research institutions and governments in the 21st century.
