学校用一个长期契约代替一系列短期契约把教师和其它要素组织到科层体制内进行教育服务的生产。科层体制的向上延伸导致官僚成本；而教育服务提供与生产分离导致交易成本。一个具有活力的教育体系需要构建一个让诸多制度安排可以因外部环境不同和总成本节约考虑而相机选择的制度结构。

| 英文摘要 |
Schools use a long-term contract instead of a series of short-term contracts to produce educational services. The extension of hierarchy leads to bureaucracy costs and the separation production from provision leads to transaction costs. To an efficient educational system, it is very important to construct an institutional construction, in which some arrangement of institution can be chosen owing to the different environments and the endeavor of minimizing total costs.
