中文摘要 近來台灣中小學的課程改革過程中,課程權逐漸從中央層級移轉至學校,居於中間的地方層級常被忽略。然而,從中小學面對課程改革之態度及成效的差異可看出各縣市的差異,足見地方教育當局在課程改革過程中的重要性。本研究旨在瞭解地方層級課程改革的重點並建構指標系統,使地方教育當局自我評鑑與改進時有所依據。本研究透過文獻探討、文件分析、專家座談、訪談及問卷,歷時近兩年建構台灣地方層級課程改革評鑑指標系統。提出包括組織運作、課程與教學輔導諮詢、專業成長、行政資援與資源整合、成效評估及地方特色等六項24個指標(地方特色由地方層級自行提出,不在本研究範圍內)。研究結果發現本套指標系統可行,需考慮地方之差異與特色,掌握課程改革的自主性;指標建構是持續不斷,也是利害關係人相互理解與再學習的歷程。
英文摘要 The process of curriculum reform of junior high and elementary school in Taiwan recently, the curriculum right gradually transfers from central level to the school level, and the local administration generally were neglected. However, we can see the differences in each city and country from the attitude and effect of curriculum reform in junior high and elementary schools. Therefore, the local educational bureau plays the major role during the curriculum reform. This research purposes are to realize the main points of local curriculum reform and construct the indicators, and also providing the local educational authority a model in self evaluation and improvement. The researcher has been constructed the local curriculum reform of evaluation indicators in Taiwan for two years through the reference discussion, documental analyses, expert seminar, interview and questionnaire techniques. In this research, there are six sections of curriculum reform of evaluation indicators, total twenty-four indicators including organization operation, the curriculum and teaching consultation, professional growth, administrative support and resource integration, evaluation effects. However, the local feature which provides from local authories is not the area of the research. The research found that the indicator system is workable, but it needs to consider the local features and the autonomy of curriculum reform. The process of constructing evaluation indicators is muddling but still through. It is also a mutual understanding and re-learning process among the stakeholders.
