The tide of the “distributed public governance” of the modern world can teach us much about the reformation of China’s government departments which include universities. After concluding the trends and the traits of the distributed public governance of the university oversea, the article deals primarily with the rules must be abide by, and puts up the history ideas about the two governance models.
