Since the 1990s, the policy of “founding the state by creation of science and technology” has exerted profound influence upon the reform of universities in Japan, since universities are main force in carrying out scientific research, especially basic research. Under the policy of “founding the state by creation of science and technology”, the new developments of the universities’ reform are as follows. （1）”The program of COE in the 21st century” has been implemented by the government to construct centers of excellence；（2）Education of postgraduate has developed with efforts to train more talented researchers.
