近年来，一场致力于通过互联网络来提供免费教育资源的「开放教育资源」(OER)运动正在西方高校中悄然兴起。本文以OER为主题，介绍了其历史渊源和发展状况。研究者将OER分为「开放标准」、「开放内容」与「开源软件」三个部分，并以「开源软件」为代表，介绍了西方大学中的发展及应用情况。开放教育资源运动为我国高校的信息化发展提供了一个契机，值得学习和借鉴。

| 英文摘要 |
The Open Educational Resources Movement is an important tendency in western country universities in recent years. Historically, this movement originated from the Free Software in 1980s and Open Source Software in 1990s. This paper introduces the philosophy and current situations of OER. The author divides OER into three parts: open standard, open content and open source software. Furthermore, based on the Open source software, the paper introduces the development in western universities. Finally, it points out that OER not only provides an opportunity for China HEI to get the latest software and tool, but it is also a chance to improve China HEI globalization and internationalization.
