高考改革关系到千家万户，涉及到人民群众的根本利益。如何推进下一步改革，文章认为，教育行政部门应重新审定高考的功能，将高考中的高中毕业考核与高校招生测试两种功能区分开来；制定法规，以法规形式对高考的性质、功能做出规定，明确高校招生测试与高中毕业考核的基本关系；重新设置高校招生测试，政府应允许高校自主设置或不设置专门的测试，自主测试的方案必须提前一年以上向社会公布，接受高中毕业考核部分的方案必须提前四年向社会公布；重新设置高中毕业考核，由政府与高中统一制定考核内容，考核应引导素质教育的开展，以反映学生全面接受教育的状况为原则，重新确定政府的责任，明确高校招生测试与高中毕业考核的基本关系。

| 英文摘要 |
The enrollment reform for CEE is of the crucial relation to the people’s basic benefits. This paper suggests that, to further reform CEE, the educational administration department of all levels should reconsider the function of CEE and distinguish its two sections as school examination for graduation and CEE for enrollment；constitute laws to regulate the property and function of CEE, and clarify the basic relation between the above two examinations；The government should accede the higher education institutes to hold the independent examination or not by themselves, the plan for which should publicize to the society one year in advance while the plan for accepting the high school examination for graduation should publicize to the society four years in advance；redesign the examination content for graduation with high schools by the principle of guiding the quality education and reflecting students’ all ─ round developments；reset the government’s responsibility and clarify the basic relation between high school examination for graduation and college entrance examination for enrollment.
