篇名 高職技術人力的供需實況與調整職業教育的改進計畫--高雄市職業教育及職補教育的調查與規畫

中文摘要 本文雖是一種透過實的調查與推計的研究,卻在研究問題的形成與處理的過程中,直接或問接地接受教育經濟學有關的理論與研究之引導、啟示,在本文緒論中,擬先解釋本研究的主要問題與教育經濟學的理論之間的關連,並說明本研究的目的,方法、與範圍。其後,本文將根據高雄市職業學校(包括高中職業類科)和職業補習學校二者與人力運用的供需關係,而提出高雄市業教育應有的規畫與調整。
英文摘要 The principal objective of this study is to develop a long-term city plan for secondary vocational education programs in Kaohsiung. This plan is based upon surveys of occupation-education information of present local labor market, and projections of replacement needs in junior technical manpower for a ten-year period from 1978 until 1987. In order to achieve this objective, different forms of research method are used in this study for the purposes of formulating and elaborating the main problem, securing yelevant information of existing vocational education programs, conducting surveys and projections of present and future needs of junior technical manpower, and completing a long-term plan for reforming secondary vocational education programs in high schools and supplementary classes. These methods include document analysis, visiting and interviewing, seminar discussion, experts consulting, questionnaire survey, and manpower needs projection.    Upon the bases of the projected replacement needs of junior technical manpower during the 1978-87 period, an average of 5,213 perspective workers will be in demand each year from secondary vocational education programs. They consist of 410 professional, technical and related workers, 580 administrators and administive chiefs, 1,881 supervisors and clerical workers,379 sales workers, 215 service workers, and 1,739 production and related workers. Taking into accounts both successful rates of graduation and employment possibilities of graduates, the researcher proposes that annual total of 7,822 students should be admitted to secondary vocational education programs--- 4,072 for industrial programs, 3,491 for commercial programs, 49 for health programs, and 207 for homemaking programs. However, in 1978, 7,855 students (3,230 for industrial, 3,713 for commercial, 201 for health, and 708 for homemaking) were admitted to regular high school vocational programs and 6,548 students(2,273 for industrial,3,576 for commercial, and 708 for homemaking) were taken by vocational supplementary classes.    In view of the gaps between existing and palnned secondary vocationl education programs, some recommendations are made in this study as follows:    1.Reshaping the order of priorities must be done for secondary vocational education by expanding some programs in great demand and curtailing some over-supplied programs.    2.The proper function of vocational supplementary classes should be complementary to that of regular vocational education programs by confining the former’s role to in-service vocational training or junior technical manpower at work.    3.Pre-service training programs at vocational supplementary classes should be dismantled for the purpose of narrowing the ever-widening gaps between supply and demand of junior technical manpower.
