中文摘要 隨著全球政治經濟的再結構,世界各國也推動著一波又一波的教育改革浪潮,其中一個主要發展趨勢便是教育行政的鬆綁與再規範。以美國為例,學校本位管理(school-based management)、選擇學校(school of choice)、另類學校(alternative school)、特約學校(charter school)等改革運動在鬆動既有的教育行政權力的同時,也引發許多嶄新的法令與政策的制訂,而在家自行教育(home schooling)是近年來在全美快速成長的另一個改革運動,也為教育的行政與管理帶來巨大的衝擊。據估計,在家教育的學生數從1990年的30萬增加到1999的150萬,尤其科羅拉多州校園射殺事件發生後,更多家長拒絕將學齡子女送往學校就讀;在1980年,在家教育於三十州是不合法的,截至1993年為止,全美五十州都將在家教育予以合法化。在台灣,邇近的教育法令變革似乎也為在家教育的合法性拓展了相當的空間,事實上,台北市政府教育局已因應若干家長的要求,擬定在家教育試辦要點,於八十六學年度試辦在家教育,至今仍持續在試行。本文的目的在於以美國在家教育運動(home schooling movement)為例,分析教育行政的鬆綁與再規範之趨勢,探討在家教育的教育行政配套措施,藉此分析與探討,檢視我國在家教育的現況並建議相關政策之訂定。
英文摘要 As the political and economic conditions are restructured on a global scale, waves of educational reform are taking place in many nations. Deregulation and re-regulation of educational administration is a major trend of the reform efforts. In the case of the United States, while a variety of reform movements such as school-based management, school of choice, alternative school, charter school have loosened the established power of educational administration, they have also brought about the making of new policies and laws. Home schooling is another educational reform movement that has been growing fast in the recent years and challenging greatly the area of educational administration and management. According to an estimate, the number of students who are home schooled has increased dramatically from 300,000 in 1990 to 1,500,000 in 1999. More and more parents have refused to send their children to the school especially since the shooting in the state of Colorado occurred in 1999. Moreover, home schooling was illegal in 30 states in 1980 and has been legalized in all states up to 1993. In Taiwan, the legality of home schooling is made possible by the changing educational laws. As a matter of fact, the educational bureau of Taipei city has formulated some rules to implement home schooling since 1997 in order to meet the demand of parents who want to home school their children. The purpose of this paper is to, taking as an example the development of the home schooling movement in US, analyze the tendency of deregulation and re-regulation of educational administration and discuss the relevant issues of administering home schooling. Based upon the analysis and discussion, this paper examines the status quo of home schooling in Taiwan and offers suggestions for the making of related policies.
