中文摘要 國際化是近年來各國高等教育政策和研究最主要的議題之一,在台灣亦受到高度重視,是經費補助的重點,同時也是各類評鑑的主要指標。想到高等教育的國際化,總讓人勾勒出一幅近悅遠來、各國學子齊聚一堂、各種語言及文化交流的圖像。這種圖像和全球化所投射的「世界大同」美景似乎不謀而合。然而,由數十年來外國學生之母國及其地主國的相關統計來分析,可以發現,除了北美地區之外,外國學生之流動,與其說是全球化,不如說是區域化,且此一區域化相當程度地反映了全球政經關係之全球化與區域化的發展趨勢。
英文摘要 Internationalization has been one of the major higher education policies and research themes in many countries, it is also one of the main criteria in funding and evaluating higher education institutions in Taiwan. When thinking of internationalization, a scene of ‘global classroom’ surfs in many people’s mind: students from various parts of the world coming together, different cultures and languages forming a sense of one-worldness. However, an analysis of the flow and origin of international students over the past twenty years in major regions and countries of the world reveals: 1. similar to the concentration and regionalization of the global economy, the foreign students are concentrated in North America , EU and East Asia. 2. only North America can claim a global input of foreign students, the intake of foreign students in other regions demonstrates a trend of regionalization rather than globalization.
