教育法作为国家对教育进行领导、监督、管理的一种强制性手段，其重要性和复杂性越来越突出。如何使教育在国家法律的规范下良性发展，成为现代国家必须行使的重要职能。从20世纪70年代以来，为了有效促进残疾人教育的发展，美国颁布了一系列的残疾人教育法。本文通过对美国残疾人教育法的演进过程进行梳理，从中透视美国残疾人教育法取得的成效和存在的问题。

| 英文摘要 |
Education act is an important means to lead, monitor and manage education. Its prominence and complexity is becoming more and more obvious. It is the function of the state to promote educational development under the sound education act. Ever since 1970, America has enacted a series of act for the education of individuals with disabilities that have efficiently promoted the development of American special education. This paper focuses on the effectiveness and problems of these acts in a historical perspective.
