作为当今世界教育最为发达国家之一的美国，”民主”、”实用”、”科学”既是其教育追求的目标，也是其教育的总特点。美国远程教育体系性的重要体现，就是形成了较为完善的法律和社会规范。本文试图通过美国远程教育规范中的社会文化因素分析，探索其远程教育与社会文化之间的密切关系。

| 英文摘要 |
American, one of the most developed countries in education, takes democracy, practicality, science as its educational aim and general specialty. The most important reflection on American distance education system is that it forms quite perfect law and social norms. The paper tries to give an analysis from perspectire of cultural elements in American distance education norms so as to explore the close relationship between distance education and social culture.
