The combination and joint development of distance education and community education present active and practical significance. The many common grounds shared by the two types of education provide the theoretical and practical foundation for their combination and joint development. The achievement of the combination and joint development of distant education ad community education ensures an actual opportunity and motivation for the development of TV university. Whereas TV university’s further participation in community education requires support in education policies, education management, education technology, etc.
