中文摘要 本文作者在擔任「中華工程教育學會」(Institute of Engineering Education Taiwan, IEET)之認證規範組副召集人期間,參考澳洲、美國、加拿大與香港等地的認證規範,以及國內大學與技專校院的評鑑標準,協助IEET建立了具備「成果導向」、「產學互動」、「持續改進」及「國際接軌」四大特色的認證指標AC 2004(Accreditation Council 2004),獲得國際肯定,為台灣在2007年成為「華盛頓協定」(Washington Accord, WA)永久會員國的重大成就,貢獻己力。為了讓國人更瞭解「工程及科技教育認證」之規範內容與實施程序,共同努力提升國內工程教育品質並達成與國際接軌之目標,本文即從國際認證趨勢著手,再探討美國成果導向認證制度之內涵,並以此為基礎,介紹我國認證制度的建構、認證指標的制定、認證流程與學系準備工作。
英文摘要 The purpose of this paper is to describe how Taiwan builds on their experience in creating an accreditation system that is of international standard and that reflects the requirement of Washington Accord. Washington Accord is an organization that recognizes the substantial equivalency of accreditation system on engineering education in nine countries/regions around the world. As the deputy chairperson of the Committee of Procedure and Criteria, the first author of this study has drafted the AC 2004 in Taiwan which synthesizes accreditation criteria of Washington Accord Signatories such as the United States, Australia, Hong Kong and Canada in order to capitalize on the four crucial essences of international accreditation criteria, which included outcomes-based, industrial-university collaboration, continuous improvement and globalization. Its accreditation criteria are expected to be substantially equivalent to those adopted by international bodies such as the Washington Accord Signatories. The highlights of empirical studies implementing the Accreditation Criteria 2004 in Taiwan are also presented. In the near future, Taiwan will be the first W.A. signatory to implement accreditation for the programs at graduate school.
