篇名 國民小學實施友善校園成效與相關問題之研究

中文摘要 從2005年政府推動「友善校園」方案至今已一年多,本研究旨在瞭解友善校園實施成效的情形,及其有關的影響及實施困境,希望能作為未來進一步施政的參考建議,藉以提升學校的輔導功能,並能帶動友善校園相關的研究,強化國內輔導理論與應用的體質。本研究方法主要分為二階段,一是問卷調查法,研究工具為自編之「宜蘭縣國民小學實施友善校園成效之調查問卷」,以宜蘭縣公立國民小學41所學校452位教育人員為樣本進行施測,有效問卷390份,二是訪談法,以宜蘭縣公立國民小學四位校長為訪談對象。研究結果主要發現,宜蘭縣實施友善校園成效中等,其中以「性侵害防治教育」的成效最好,「零體罰」成效最低,但「人權教育」能有效預測友善校園整體實施成效達76.6%,同時學校規模變項對實施成效達顯著的差異,另外友善校園各項委員會過多、考核項目過於量化與指標統一則均是實施的一些困境。
英文摘要 The government had implemented the policy of “Friendly Campus” for one year since 2005, and this research was to examine the effect and related problems. The result become a reference for improving policy, and the counseling function of school was be enforced. There were two methods used in this research. The first was via questionnaire survey to 390 public elementary teachers, and the second was to interview the public elementary principals in I-Lan County. Research results showed the following conclusions: the effect of “Friendly Campus” was medium, and the best feature was “the prevention of sexual violation”, the worst was “none-corporal punishment”. The research also showed that “human right education” can be effectively predicted, and “school size” was an important variable that created differences of the effects in “Friendly Campus”. The difficulties were too many commissions of the policy, and the items of evaluation were too quantitative and unanimous.
