The article proposes a three dimensional model of capacity structure for college perfect：management, knowledge, and ideological and political capacities（MKI）. The “work objective” dimension involves management capacities of organization, presentation, analysis, self─control, communication and emergency response. The “knowledge” dimension involves professional and generic knowledge, and learning and innovation skills. The “value” dimension involves ideological, political, and ethical capacities. In order of importance to a collect prefect, it is value, management, and knowledge.
