高等学校在建设创新型国家中占有重要地位。但我国高校尚不能满足建设创新型国家的要求，与创新型国家的高校相比，存在比较明显的差距。我国高等教育应深化改革，加强科研创新能力建设，使创新型人才脱颖而出。为此，要进行教育理念的改革，探索有利于创新型人才培养的教育模式，加强科技创新能力建设，坚持产学研结合，加强创新文化建设，扩大高校对外开放，增加科技创新投资。

| 英文摘要 |
Higher Education Institutions（HEIs）have a key role to play n the development of innovative nation. Currently the HEIs in China could not meet all of such national needs, and have a marked difference between those institutions in the developed innovative nations. Higher education, therefore, should deepen reform, strengthen capacity building in innovation, in order to create an environment conducive for training innovative talents. There is a need to reform the idea of education, explore the educational model for fostering innovation, enhance ability and increase investment in science and technology innovation, promoting collaboration among industry, education and research, building a culture of innovation, and further opening up HEIs to the world.
