This article presents a conceptulisation of the term “institutional governance” in the context of higher education internaisation. The article proposes to strengthen internationalization through the following aspects：the idea of governance, teaching and learning, personnel exchange, science & technology collaboration, Sino─foreign joint educational programmes, goals of human resources development, and resource sharing. Furthermore, it is also important to balance the relationships between general and unique practice, implementation and strategic planning, and international and national characteristics.
