中文摘要 隨著新公共管理思想的發展,各國對強化教育績效責任的觀念仍持續重視。由於校長是學校重要的教育領導者,因此對如何有效提升校長專業領導能力與辦學績效,亦不斷進行檢討並提出各種改革政策。其中以校長績效管理的概念來取代績效評鑑,藉以整合校長的人力資源管理,已逐漸受到重視,並成為英國政府自2000年以來,用以強化中小學校長專業領導與管理能力並有效提升校長辦學績效的策略性槓桿。國內自1999年《國民教育法》修正通過,規定各縣市政府為配合校長遴選制度改變,對現職校長在任期屆滿前應實施辦學績效評鑑。由於該政策目標在性質上偏重總結性的評鑑目的,以致於各縣市對校長績效評鑑制度的規劃,亦以提供做為校長遴選依據為主要目的,對協助校長提升專業領導能力與辦學績效,仍無法積極發揮形成性的評鑑功能,因此有必要加以檢討與改善。由於英國全國性的校長績效管理政策已實施多年,且有完備的政策規劃,本研究經由文獻與文件分析以及問卷調查,檢視校長績效管理的基本概念、英國對該項政策的發展現況與國內的實施情形,進而提出對國內未來在推動校長績效管理政策的啟示與建議,以做為教育行政決策參考。
英文摘要 In globally competitive circumstances, promotion of education quality has been regarded as a crucial national activity with New Public Management ideas. Principals are seen as critical leaders in schools. Promoting their capabilities for professional leadership and management and their performance through principal performance management (PPM) to replace the concept of principal performance appraisal has received increasing attention. In Britain the PPM policy has become a strategic lever of raising achievement standards of pupils. In Taiwan principal appraisal policy has been implemented for seven years, which is criticized by the nature of summative purpose for principal selection. The purpose of the study is hopefully to clarify the concept of the PPM and reviewing the current policies implemented in Britain and Taiwan from literature review, document analysis and questionnaire survey. Suggestions are put forth to policy makers for setting up a PPM policy aimed at sustainable improvement of principal professional capabilities and performance and promoting the quality of education.
