长期以来，日本高等教育以本科教育为主，对研究生教育的重视程度不高。从20世纪80年代末开始，受国内外诸多因素的影响，日本国内掀起了研究生教育改革的高潮，日本研究生教育政策从规模化、多样化、高度化和重点化方面出版，极大地促进了研究生教育的发展。本文尝试对日本研究生教育政策的背景和内容进行分析并考察其政策的特征及效果。

| 英文摘要 |
It has been a long tradition that Japanese higher education emphasizes undergraduate education more than graduate education. Since the end of 1980s, a new round of graduate education reform came into being in Japan under kinds of influences home and abroad. Japanese graduate education policy has greatly promoted the development of graduate education in the aspects of scale, diversity, priorities etc. This paper discusses the background and contents of Japanese graduate education policies, and their characteristics and effects.
