自治和社会服务是美国大学在发展过程中逐渐形成的两个重要特点，二者在社会契约－绩效责任的基础上形成一组权利与责任的关系，在众多因素的影响下，它们之间时常表现出不平衡的状态。要使二者在一定范围内达到相对的平衡，从而更有利于权利和责任的演绎，必须重视大学的社会适应性建设、坚持大学的学术性原则，并继续增强竞争的作用。

| 英文摘要 |
Autonomy and service for society are two important characters for American universities formed gradually in the process of its development. It is a pair of relationship between right and responsibility based on social bargain and performance responsibility. Affected by many factors this pair of relationship has always been unbalanced. It is very important to pay more attention to increase universities social adaptability, to maintain universities academic principles and strengthen the role of competition in the development of universities, if we want to balance between right and responsibility within certain scope and make both performing well.
