20世纪70年代以来，教育服务贸易发展迅速，留学生规模不断扩大。为保障留学生作为消费者、社会个体、入境者和劳动力的合法权益，不少国家出台法律和政策。其最终目的是确保教育服务贸易的可持续发展。研究国外的经验可以为我国设计相关制度提供借鉴。

Trade in education has been developing fast since the 1970s, and the number of overseas students has been increasing. To safeguard sustainable growth of the trade in education, several governments have stipulated legislations and policies to protect the legal rights of overseas students. Experiences concerned are useful for China in establishing relevant institutions.
