《贝多法案》实施 20多年来，有效地激励了美国大学的技术转移活动。同时，由于各利益相关者的利益冲突和科学研究全球化等因素的影响，《贝多法案》也受到诸多质疑和批评。《贝多法案》在美国大学技术转利中的现实困境启示我们：政府应该进一歩完善高校技术转移政策，明确大学科研究成果所有权，促使公共利益最大化，充分体现高校技术转移的全球价值理念。

More than twenty years of the implementation of Bayh─Dole Act has effectively promoted university technology transfer activities in the United States. However Bayh ─Dole Act has also evokes much questioning and criticism in the United States due to conflict of interest among various stakeholders and globalization of scientific research and other factors. The current predicament of Bayh─Dole Act in American university technology transfer inspires us：government should further improve university technology transfer policies and clarify the ownership of university research results and maximize public interest with globally─oriented value ideas for university technology transfer.
