In new economy, the universities play greater role in urban and regional development. Based on the analysis of creative theory and practice, the author proposes a new way of thinking upon city development, and puts creativity to the enter of city and regional economic development. The concluding statement is that the strategic role of university upon city and regional development is absorbing and cultivating creative class.
