Teachers, as a part in curriculum reforms, own the outer conditions and inner desires for the engagement in curriculum reforms. But in fact, for them there are shortages and confusions of curriculum power. In order to inspire them to take part in the reform, reasonable empowerment and balance from the government, recognition and expectation from society and parents, support and guarantee from schools and positive power consciousness exercises and collaboration are very important, which, at the same time, are guarantee to the implementation of curriculum power.
