Issue framing─the defining of policy problems ─ is undoubtedly one of the most important policy instruments that politicians have at their disposal to legitimate their favored courses of action. In the context of controversial policy problems with considerable uncertainty and difficulty, such as the control of greenhouse emission and the use of nuclear energy, it is usually the language used by politicians, instead of knowledge or scientific evidence, that helps to construct political meanings, guide actions or justify solutions.
