When people regard content as curriculum, they neglect what the key role that pedagogy plays in curriculum process. Therefore, any curriculum theory should be grounded in theories of knowledge that acknowledge the inter-relatedness of content and process. This paper tries to construct the curriculum theory in the context of globalization.
