中文摘要 教师交流制旨在促进农村中小学教师专业成长,缩小城乡教育差距,促进教育公平。农村中小学教师特有的贫困文化是导致教师交流低效的最根本内部原因。农村中小学教师身处经济、文化和机会的三重贫困,贫困文化对其专业发展形成阻抗,使之安守现状,拒绝新鲜知识和信息,"等、要、靠\"他人帮助,专业发展缺乏持久动力。为提高教师交流成效,必须破解贫困文化束缚,从根源上消除经济、文化和机会三重贫困,在贫困文化自觉基础上树立专业理想,促进其文化转型。
英文摘要 The final purpose of the teacher exchange system is aiming at promoting rural primary and middle school teachers' professional development, narrowing the gap between urban and rural areas, and improving the education equality. The unique poverty culture of rural primary and middle school teachers is the ultimate and internal reason which leads to the low efficient communication. Teachers in rural primary and middle schools stay in triple poverty of economy, culture and opportunities, so it's the poverty culture that hindering theirs'    professional development. They keep in current situation, refuse fresh knowledge and information, "wait for, ask and lean against" other's help, which make them lack of lasting power of professional development. In order to    improve the teachers' exchange effect, we must release from the poverty culture, eliminate the cause of poverty of economic, culture and opportunities, and set professional ideals on the basis of the poverty cultural consciousness to achieve the cultural transformation.
