美国国际开发署（USAID）是美国官方对外援助的主要机构。近年来，USAID对非洲基础教育援助投入了大量的资金，开发了各种各样的教育项目。但是在援助非洲基础教育过程中，USAID由于受到美国国会的政治压力和自身制度不足的制约，在政治干预、策略制定、项目实施、合作授权和评价管理等方面都存在着亟待解决的问题。

| 英文摘要 |
The United States Agency for International Development（USAID）is the principle official organ of the U.S. to pursue foreign aid. In recent years, USAID has invested a large number of funds and developed various projects on assisting Africa countries with their basic education. However, in the process of assisting to Africa basic education, USAID has many problems which resulted by United States Congress's political pressure and its own system deficiencies. And these problems with politic, strategy, program, cooperation and evaluation are crying out for solutions.
