随着社会的发展，远程教育所面临的社会环境不断发生变化，质量和规模的矛盾越来越成为远程教育进一歩发展的瓶颈。本文从远程教育的成分分析入手，从资源管理的角度对远程教育中的的质量与规模、质量探制与灵活性的矛盾进行了重新认识，在分析当前以静态资源为主的管理模式弊端的基础上，探讨以利用动态资源为主的动态资源管理模式。

With the social development, the social environment in which distance education develop change frequently. Contradict between the quality and scale comes to become the obstacle in the course of development of distance education. At the beginning of this article, the cost of distance education is analyzed. From the point of view of the resource management, people come to have a new look at contradict between the quality and scale, quality control and flexibility in the distance education. According to analysis of current problems in management mode based on unchanged resource, this article focuses on exploring the management mode based on dynamic resource.
